Are you running the commands in a Windows cmd prompt or the msys terminal? I think you should work in the msys terminal to run the commands provided, otherwise setup.py may not know about the mingw compiler. Also, you mentioned you are on 64 bit, could you try changing the --compiler to --compiler=mingw64? (not sure if this actually exists)
It looks like MSVCCompiler was used based on your output; again, I'm not sure of the compatibility between MSVC and the code required to build sfepy. Hope the above can get you running or at least give you some options of where to start debugging.
