OK, I solved the problem with the Not Spam button not appearing and clicking Spam permanently deleting the message. It appears that when I installed Outlook 2007, Outlook created a Spam folder. Even though I had SpamBayes configured with the default settings to use the Junk E-mail and Junk Suspects folder, once I deleted the Spam folder, SpamBayes began working normally.
