These days the IRC traffic is low.
The #twisted IRC channel has automatic history / offline messages via https://gitter.im/twisted/twisted
The other #twisted-dev channel has no offline logs AFAIK... so if you are not connected when a discussion happenes... it's hard to participate later.
Also, with the low traffic, I think that it's ok to get a bit more exposure for Twisted dev stuff from any other Twisted user.

With Dornkirk going offline we have lost many of the custom IRC integrations.
From what I see, there is not much time to spend on infrastructure work.
I think that trying to use Gitter / Matrix for GitHub integration and IRC logs is a good thing.
Also, I think that Gitter / Matrix is using Twisted at a lower level...another reason :)

If #twisted-dev is critical, I guess that we can look into adding a Matrix bridge for it and enable Gitter, so that we will also have logs for it.
