The new system being proposed does have log levels. (And, for that matter, so does Twisted currently; we've had log levels for compatibility with stlib Python logging forever.)
It's quite well hidden, though. Looking at http://twistedmatrix.com/documents/current/api/twisted.python.log.html, there is no mention of logging levels. For that matter it doesn't mention twisted.python.log.msg() either!
Yes; in general, the current logging system's documentation is atrocious. Part of this new effort should be to completely re-vamp how we explain things. -glyph
