I would have expected the existing PRs could be handled and that the
release would have a release branch with a towncrier run and review.

Yes, I did PR 67 in incremental just now.  I have write access to the twisted/incremental Git repo.
The thing I don't know is how to publish to https://pypi.org/project/incremental/ and who has access to do that.
Do you see how we can do this?  I'm not so familiar with Pypi.
