It doesn't authenticate to the big AIM server, but there is a function (TOC.authenticate()) that gets called to check if the user can log in with the username and password given. Wow, this is pretty cool! I'm not too familiar with TOC; is it a distributed protocol, where you can actually have TOC subservers authenticating with the main TOC server?
