[Twisted-Python] Twisted 0.18.0rc2

There were a few bugs found in Twisted 0.18.0rc1 -- problems with redirection in static (--path) webservers, some XML-dependancies, and missing plugins for the TCP port forwarder. If there are no more bugs found for a bit, then 0.18.0rc2 will be released as 0.18.0. Thanks for the help, Twisted 0.18.0 is shaping up to be a *solid* release. For gnus/gpg integration, you want Mailcrypt, from http://mailcrypt.sourceforge.net. Also, gnus seems to have some kind of built-in gpg support (>5.9).
