[Twisted-Python] Patch to shoutcast protocol

Here is a patch to shoutcast.py. This makes it not crash when the server doesn't provide MP3 metadata. It also allows the user to request metadata or not. -Eric P.S. The diff came out weird, but it works as it should :)
