[Twisted-Python] Toplevel .cvsignore

I made a couple of errors last time 'round when those things were part of the TwistedPython .cvsignore; I'd prefer to leave them in. I can't remember exactly what now, but I do want to have as few things as possible in .cvsignore :) I always run my servers out of a different directory anyway (~/Projects/Twisted is where my code lives, ~/Applications/Network is where my .taps live).
