Towncrier seems to be a very nice option, but currently has some limitations which do not fit to how our release notes are formatted. I have started on a PR (and saw old stalled ones that did similar things), which give towncrier enough flexibility to be used by us nicely.

I like towncrier too! And there seems to be plenty of community interest. It would be sad to see this interest turn into a bunch of incompatible forks.
