It's already submitted to the SC ( https://github.com/python/steering-council/issues/117). When they'll reply I don't know.
That is 2 weeks from today. Between now and then, the SC is expected to meet only twice (on Monday 4/25 and 5/2) based on their prior meeting pattern.
Context: I'm in the process of finalizing information about the expected set of typing-related PEPs that will make it into Python 3.11.
