Regarding the clarification of Concatenate, I think it should be okay to leave that as is for now -- when a new PEP is written to standardize the other usage it will be up to that PEP to explain that there is no ambiguity there.

It might be worth clarifying somewhere that the intended usage for "Concatenate" is not necessarily restricted to only function parameters. Or perhaps this discussion is enough documentation :).
