At the moment no changes are planned. We would still accept third-party stubs (after all, easier availability of those stubs is the goal of this project), but it still makes sense to contact the maintainer of the module first. Of course, maintainers are still encouraged to ship stubs with their own packages, if they are willing and able to support them. This is preferable to shipping stubs as third-party packages. - Sebastian
