Before the new year there was some discussion of periodicity. I've
outlined a first pass at a YTEP for improving periodicity. Any
long-form discussion can occur here, but please feel free to leave
comments in the YTEP itself.

Title: YTEP-0006: Periodicity
This is a YTEP that describes periodicity changes.
I would like feedback from implementors of the various objects
described as well as from those who rely heavily on those objects.
However, after writing this, I think the problem is simpler than I
initially thought so I would like to make progress on it in the near
future.
One open question is whether or not this should be a part of 2.5 or
only in the 3.0 series.
I'll open this up for discussion on the mailing list as well, but I
would like signoff from @sskory , @brittonsmith and @ngoldbaum (all of
whom have written periodic functions, reported bugs or used periodic
functions extensively). @jzuhone has also written some for the FLASH
particle reader.
