I don't think the OS matters, since Xcode comes with old SDK's. What matters is the build target, which I believe is set by Continuum to be 10.7 in newer anaconda versions.
So I would say whichever OS is most convenient. The last time I tried, generating a wheel was as simple as "python setup.py bdist_wheel".
I brought this up a while back, but never got around to tackling it, and it seems you've solved a lot of the hard parts already.
