I'll vote +1 on this, but I'd really like to understand the GPL mode a bit
better. I'm unclear on how that will work, and what it will mean for
distribution.

Yea.
I agree that this will benefit us more than it could potentially harm us. As for the particular license, the IPython license seems fine to me, though maybe we should follow the exact layout of the modified 3-clause BSD. Doesn't really matter.
