[python-advocacy] The 'running a conference' white paper

A passing reference by Catherine reminded me about

a white paper I wrote last year.  It's mostly done, though I notice a
few unfinished sentences; will fix those...

Once it's finished, what do we want to do with it?  Will it stay in
the wiki?  Should I move it out from underneath AdvocacyWritingTasks/?
