I agree that a triumvirate or small committee might be more balanced for decisions. What I'm suggesting at this stage is more just someone to moderate the discussion and get things moving - i.e. organizing votes rather than making decisions. Including decisions about how we should make decisions ;-)

I will create a poll for the VCS, but I think first the most important is to figure out the moderator(s) for the process and decide on the design of what we want. Hosting and coding should be something we worry about once we know what kind of package we want to create and how we are splitting up the work (after all, we might decide an astrokits approach is better, which means the hosting can be scattered, so then it won't matter so much).
