[AstroPy] Deployment and packaging

The MacOSX version of scisoft is independent of the ESO one.  
For example, it has 1.5.1 of numpy.

That said, it does bring another 700 Mb of stuff with it that you may not want.
(It is how I install IRAF, so that part I do not mind.)
