[AstroPy] ESA Summer of Code in Space 2013

Hi Wolfgang,

Well, I'm far from being a student and am not a European.  So I think that
disqualifies me.  And I have my hands full just doing the work that I get
paid for. I'd like to help in some way, though.  I'd be willing to provide
feedback and suggestions on the code.
