[AstroPy] ANN: Astropy 0.3.1 released

The Astropy project developers are happy to announce the release of v0.3.1
of the  astropy core package.  This is a bugfix release, meaning it does
not contain new features relative to v0.3, but does contain fixes for 50+
bugs.

As usual, you can download the new release from PyPI at

and the full changelog can be found at
