[AstroPy] fits coordinate system keyword

Hi Tom,

I forwarded the question to Bill Pence who seems to be now the Fits support
office person. (Sorry forgot to cc you). Also, it is the heasarc files from
Swift that I use, so there is another thing (Bill is part of Heasarc, I
think). In any case, the Fits support office kept track of these kind of
issues in the past, and it is good to push the rusty wheels once again.

Now for the wait...
