[AstroPy] Requesting help for Astroplan

Hi Bernardo,

unfortunately the mine one is not a trivial problem of data accuracy,
because discussing with other friends I realized that the full use of
Astroplan is forbidden to me because I'm working under Windows 10, and
unfortunately for this operating system has not yet been put a version of
SciPy compatible with OpenBLAS, so I would have forced to use Intel's MKL...
