[AstroPy] fft_psd_tools and radialAverageBins() in astropy 3.1

Hi Eyal,

The documentation page you have attached is not astropy's but another
package's called image_tools. It is possible that it isn't compatible with
astropy version 3.1, but nevertheless it's worth trying to install both.
