Updated this with a "Community Discussion" section. Please enter
individual comments there, so that we don't modify the main body.
Later on we can integrate to the main proposal if required.

I think if this has to work, a group has to produce something like
a formal proposal on what the conference is about. A writeup on
the goals and agenda of the proposed conference is essential
for approaching sponsors.
