[BangPypers] Default settings modified

Spammers are targeting our list of late. The last couple of days
I have had to discard spam messages at the rate of 3-4 per day
directed to the list.

The default setting for non-member postings was hold. However
due to the increase in SPAM,  I have changed this to reject.
So, please be aware that from today, if you post to list from
your non-member email address, it will be rejected, i.e bounce
back to you.

Will keep these settings for a while till the spam menace
decreases and then revert to hold later.
