RSS feed is simply some data decorated by appropriate RSS tags. In other words, 
1. fetch the data (newest first) using whatever framework you're using, 
2. write the tags around them in a function or use some template engine (comes in many python frameworks as well as standalone), 
3. return this xml whenever a url is called

Not much work if you are up-to-speed in any web framework.
