Haven't had reason to relook at this in a while, but we
have been happy with Twython. It is nicely designed to
be easily extensible to an API change; so much so that
we have stolen the idea behind that for accessing other
APIs. It supports both the normal, and the streaming
endpoints.

You do not specify what you need to do on Twitter, so
that it is possible that other libraries might be more suitable
if your needs are limited.
