I fully agree with Prasad Kulkarni. I have seen many excellent programmers
who do not have those engineering degrees.

Just my thought - Why do you specify an educational criteria,
given that you are anyway seeking an experienced candidate ?
I know someone(not in India) who doesn't have any degree at all, but is a
top class programmer. Having a "minimum educational qualification" restricts
us from getting really nice candidates.
