[Baypiggies] Python help

Hello,
  I am semi new to python, I bought a few books and am doing rather well, one of the books that I have is Beginning Python by Magnus Lie Hetland.In chapter 20, on page 395, he gives  "$ python simple_markup.py < test_input.txt > test_output.html"
  this is UNIX and I was wondering how to do this with cmd.
  Any help would be greatly appreciated.
