I tried it:

 matica!16 pipfoo$ virtualenv ./env
New python executable in /home/itz/Downloads/pipfoo/env/bin/python2.7
Also creating executable in /home/itz/Downloads/pipfoo/env/bin/python
Please make sure you remove any previous custom paths from your
/home/itz/.pydistutils.cfg file.
Installing setuptools, pip, wheel...done.

So ... doesn't really help, documented or not.

Please don't Cc: me privately on mailing lists and Usenet,
if you also post the followup to the list or newsgroup.
Do obvious transformation on domain to reply privately _only_ on Usenet.
