[Borgbackup] borg quotas not enforced due to a bug

PSA:

if you run borg 1.1.x (x<8) as a service / storage provider for 3rd
parties and you rely on borg's quota feature, you likely want to patch
borg until this will be fixed in a future 1.1.8 release:
