[Borgbackup] borg 1.1.9 crashes on SL6 due to old glibc 2.12

This is a PR which omits the python/glibc check for "borg serve".

It would be cool if some people could carefully test "borg serve" using
that code on older servers, like SL6 / CentOS 6 / RHEL 6.

The code change I did is rather harmless and I do not see a reason why
it should not work, but OTOH such older servers aren't really
practically proven because that check blocked borg serve running on them
until now.
