[Catalog-sig] DB format and ChangeLog

Hi all,

I have two comments:

-  make a readable DB format, no binary pickling solutions. Debian uses
  a rfc822 DB with "name: value" entries.

-  when I am installing new or updated versions of a package I am always
  curious what has changed since the last version  (bug fixes, new
  features etc.). If the changes are important enough, I want to download
  and install the new version. If not, then I wait for the next release.
  So there should be an option to download/view only the changelog.
