[Catalog-sig] Reject or update PEP 243?

It'll probably be easier to just rewrite the PEP. I'm not entirely sure I know 
how the inner workings of the upload command work (how distutils does command 
chaining, for example) but I could update the protocol if I found the time 
for it.
