[Catalog-sig] Performing exact matches in Cheeseshop URLs

I'd say it should be exact.

Currently the EasyInstall doc says "Individual project version pages' URLs 
must be of the form base/projectname/version, where base is the package 
index's base URL." But it's not clear whether it would use the current URL 
behaviour as a form of searching. Phillip?
