A volunteer to implement that change. That volunteer would have to
cooperate with various people for specific tasks that he doesn't
have permission to do, but that could be arranged.

That volunteer should be aware that he is likely in charge of
the new installation after that switch ("Den letzten beißen
die Hunde" - "the weakest go to the wall"?)
