[Catalog-sig] Announcing documentation uploads

Should uploads of documentation be announced to the RSS feed? Currently,
they are only logged in the database log (available through XML-RPC).

I see the following options:
1. no announcement at all
2. only announce uploads that don't replace previous files
3. announce updates also, but not more often than XXX
4. announce all updates, but avoid duplicates in the RSS files
   (i.e. across the last 30 entries - just as we do now for regular
   releases (*))
   (*) as an option, suppress documentation updates if a release
   is also among the last 30 changes
