This worked for me:

~/.subversion/servers:

svn.python.org = svn.python.org

[svn.python.org]
ssl-authority-files = /home/lemburg/orig/certs/svn.python.org.pem

Use this command to get the PEM file:

openssl s_client -showcerts -host svn.python.org -port 443

The PEM file should look something like this:
