No. I don't expect end users to actually use it - primary "users" would
be authors of software that automatically interacts with PyPI.

Feel free to put it into the Wiki, though.

I would *really* like you to guess here. Seriously. If you guess wrong,
let me know what your guess was, and I see whether I can arrange to
make it work.

Having it intuitively right is much better than having people read
documentation (where they then have to guess how they can get to
the documentation, or that the documentation exists in the first
place).
