[Catalog-sig] disallowing the removal of packages?

That's the question: is PyPI like a web hosting service? Or is PyPI
something else, or something else as well?
Is wikipedia a hosting service, or something else? Should it be keeping
old revisions of documents?

Why should these package mirrors have to be private? Why can't we share one?
