I don't know who "we" is that should try to remove dead links,
and whose dead links. I certainly don't agree that I (as a PyPI operator)
should remove any links on any package (except for legal or moral reasons).

Why not? People certainly use it as an archive - and the same people  
suggesting
that PyPI should host all files also insist that old releases should never be
deleted from PyPI (making it an archive).

Feel free to do so, and to then contact the package authors to update their
release pages.
