[Catalog-sig] Flag to tell pip to only install uploaded files

Going by the current numbers on Crate.io

14,418 of 104,823 (14%) releases have no files associated with them.
5719 of 22187 (26%) projects have no files associated with them.

I don't have any easy way to determine how many of them are placeholder
or junk packages nor to determine what version pip would install (would it
be external or internal).
