Basically, it's a single HTML file that has
<meta http-equiv="refresh"
       content="1;url=http://readthedocs.org/docs/nose/">

They uploaded it once, and don't need to change it when they make a  
new release.

If you wonder about the "Package Documentation" link: PyPI inserts that
if it finds that documentation was uploaded.
