I can't forsee it, that's half the point. The other is that I just like
pypi more than the stdlib which is one of the reasons why I'm working on
packaging.

The existing setuptools/distribute bdist_wheel plugin (setuptools supports
plugins!) would be adaptable to distutils. Wheel does not actually require
Metadata 1.3; 1.3 is only needed to express some popular packaging concepts
(like dependencies and extras) that do not work/exist in distutils. Plenty
of packages do not use those features.
Wheel doesn't require PEP 390 either, but
https://bitbucket.org/dholth/wheelhas its own similar idea of what to
read out of setup.cfg for richer
install requirements.
Once you actually have the wheel everything is PEP-compliant. The point of
wheel is that everything is very simple after you have one.
