[Catalog-sig] Updated DNS for pythonhosted.org

Minor thing hopefully, but just updated the DNS for python hosted.org to hit the load balancer instead of PyPI directly. HTTPS is supported at the LB level, but this isn't really being exposed yet due to other things being higher priority and the fact that a lot of pages will end up with mixed content warnings.
