[CentralOH] COhPy website

Oh, just to be clear, I wasn't advocating a static site for COHpy.  I was
just presenting it as an option.  I will readily admit my bias towards
static sites, however.  I have no intention of participating in what you
guys do, so proceed how you wish and have fun!
