[Chennaipy] A page with ideas for lightning talks

I agree with you Vijay. But we are not there yet, we need to build the
community. Such a page will be helpful in the sense that it will break the
entry barrier for anyone to give lightning talks. It will also be helpful
for regular speakers. What do you think?
