Please read the error message.

it says as

(-212:Parsing error) Failed to open NetParameter file: yolov3.cfg in
function 'cv::dnn::dnn4_v20240521::readNetFromDarknet'

Did you download the file yolov3.cfg  from here
https://opencv-tutorial.readthedocs.io/en/latest/yolo/yolo.html?

Where did you place that file?

Please it in the same folder where your python code is.
