[Chicago] Submitting a topic on the new Chipy site

Conversations happen best on the mailing list. 

The questions then becomes, 

Is the purpose of the tool to be a repo of talk ideas?
Is it to take the data entry burden off of Brian and to have the presenter enter the information themselves, therefore preserving it's accuracy?
Or something else?
